A delegation, described as traditional, from Djibouti and Ethiopia visited Hargeisa, the capital of Somaliland, to negotiate efforts to establish peace between the Samaroon clan in the western region of Somaliland and the Issa clan in both Djibouti and Ethiopia.
Informed sources confirmed that the delegation included five members from Djibouti’s Security and Information Department (SDS), as well as former parliamentarians and retired officers.
The sources explained that the delegation included retired Djiboutian Colonel Hussein Haji, former Djiboutian Member of Parliament Ilmi Musa Hassan, and a local collaborator in Ethiopia with Djiboutian intelligence, Mohamed Moalim.
According to the same sources, the purpose of the visit was to discuss granting Djibouti a buffer zone in the plains of the Awdal region and relocating its inhabitants from the Samaroon clan—an objective Djibouti has reportedly pursued since Somaliland declared its separation from Greater Somalia.
The sources further indicated that Djibouti is now more interested than ever in establishing this buffer zone, attributing this to Israel’s recognition of Somaliland as an independent state.
They added that the talks reached a deadlock, and the delegation returned to Djibouti without achieving its objective.
